3月9日，世界知识产权组织与中华全国妇女联合会在京合作举办了知识产权赋能女性发展圆桌会议，来自政府、学界、协会、商界和媒体30多位代表应邀参会并发言，我会副总干事国琨受邀出席会议。

女性是人类精神文明和物质文明的创造者。没有女性，就没有人类的生存，繁衍和进步。在庆祝第112个国际妇女节之际，世界知识产权组织与中华全国妇女联合会合作，于3月9日在京举办了知识产权赋能女性发展圆桌会议。来自政府、学界、协会、商界和媒体30多位代表应邀参会并发言。
Women are the creators of the spiritual and material civilisation of mankind. Without women, there would be no survival, reproduction or progress of mankind. On the occasion of the celebration of the 112th International Women's Day, the World Intellectual Property Organization (WIPO), in cooperation with the All China Women's Federation (ACWF), organized a Roundtable on the Empowerment of Women through Intellectual Property (IP) in Beijing on March 9. More than 30 representatives from government, academia, associations, business and media were invited to attend and speak at the event.

产权组织中国办事处主任刘华首先向与会的各界妇女代表致以节日的问候并表示，当前世界正在经历百年未有之大变局，新冠疫情改变了人类的生产与生活方式，数字经济迎来大发展。如何在后疫情时代重建经济实现可持续发展？如何在新一轮技术革命和产业革命中脱颖而出，占据制高点？知识产权保护和运用是关键。在当前形势下，妇女的发展，赋权与平等面临更大挑战。世界知识产权组织旨在领导建立平衡包容的知识产权生态体系，推动包括妇女在内的所有人得享知识产权之利，从而推动社会的进步与发展。作为知识产权服务、政策、信息与合作的全球论坛，WIPO将更广泛地联系和支持女性，确保她们认识到知识产权与她们的生活、工作、梦想和愿望相关联。
Ms. Liu Hua, Director of WIPO Office in China (WOC), at the outset, extended warm greetings to the female participants of the meeting. She said that the world is undergoing profound changes in the time, the Pandemic has changed the way we work, live and play, and the digital economy has seen great development. How to forge a broad based post pandemic economic recovery and put the world on a sustainable equal footing? How to stand out and remain a leading position in the new round of technological and industrial revolution? The protection and application of IP is the key. Against the backdrop, women's development, empowerment and equality face even greater challenges. WIPO is committed to leading and building a balanced and inclusive global IP ecosystem that enables innovation and creativity through IP for the benefit of all including women, and thereby contributes to the progress and development of society. As the global forum for IP services, policy, information and cooperation, WIPO will engage and support women more extensively, ensuring them to realize how IP is relevant to and connected with their life, work, dream and aspiration.
第一、产权组织是一座知识财富的金矿，通往这座金矿有五套金钥匙，包括政策协调平台、注册体系、数据库体系、合作平台以及能力建设平台。运用好这五套金钥匙，将为广大女性运用知识产权促进创新创造和发展插上翅膀。
First, WIPO is a golden knowledge asset with five golden keys including WIPO's policy forum, application systems,databases, cooperation platforms and the capacity building platform. Making good use of these five sets of golden keys will give wings to the use of IP by women to promote innovation, creativity and development.
第二、2022年WIPO中国办事处将重点关注女性，通过世界知识产权日、WIPO-CNIPA专利金奖、WIPO-CNIPA 外观设计金奖、WIPO-NCAC版权金奖以及WIPO最佳女性发明奖等一系列重大活动，向她们传播知识产权故事，提升知识产权技能。产权组织今年设立了针对中小企业的全球金奖，办事处将关注这一奖项中的优秀女企业家，并将继续支持和推广产权组织将要推出的以女性为主题的全球金奖计划。
Second, women will be a focus of the WOC's work for 2022. Through a series of major events such as the World IP Day, the WIPO-CNIPA Patented Inventions and Industrial Design Awards, the WIPO-NCAC Copyright Award and the WIPO Best Women Invention Award, we will disseminate IP stories to women and enhance their IP skills. This year WIPO has established the Global Award for SMEs, and the WOC will focus on outstanding women entrepreneurs in this award, and will continue to support and promote WIPO's forthcoming Global Award programme focusing on women.
WIPO中国办事处作为产权组织在华的延伸，将不断加强与中国的协调与合作，提高WIPO全球知识产权服务体系在华申请量，抓住中国经济发展的机遇；紧密连接媒体、市场和官学商民等各利益攸关方，走近新技术、新兴行业领军人物和新一代，特别是中小企业、妇女和青年，继续为中国各方提供更优质、更及时、更紧密的服务。
WOC, as the extension of WIPO, will continuously strengthen coordination and cooperation with China, promote WIPO's global IP systems, and seize the opportunities of China's economic development. By connecting media, markets and major Chinese stakeholders, and reaching out to new technologies, new champions of emerging industry and new generation especially SMEs, women and youth, the WOC will provide more effective, timely and targeted IP services to all Chinese stakeholders.

中华全国妇女联合会常委、联络部部长牟虹指出人类社会正处于大发展、大变革、大调整时期，在这样一个挑战层出不穷，风险日益增多的时代，关注女性赋权和创业创新具有特殊意义。今天的女性，不仅在传统领域积极作为，在互联网、大数据、人工智能、文化创意等新领域新业态中也发挥着越来越重要的作用。感谢产权组织及办事处与中国一起关注女性知识产权保护和女性赋权。中国国家主席习近平指出，创新是引领发展的第一动力，保护知识产权就是保护创新。中国政府一直把知识产权保护工作摆在突出位置。全国妇联作为中国最大的妇女组织，始终坚持代表和维护女性权益、促进男女平等的宗旨，积极发挥自身优势，通过推动政策支持、搭建发展平台和做好引领服务致力于推动女性赋权赋能，创业创新，助力女性在服务国家和人民的事业中实现出彩人生。
Ms. Mu Hong, Member of the Standing Committee and Director-General of the Liaison Department of ACWF mentioned that at a time of great development, change and restructuring in human society, the focus on women's empowerment , entrepreneurship and innovation is of particular significance in an era of endless challenges and increasing risks. Women today are not only active in traditional fields, but also play an increasingly important role in new fields and industries such as the Internet, big data, artificial intelligence and cultural creativity. We thank WIPO and its office in China for joining China in focusing on women's IP protection and empowerment. Chinese President Xi Jinping pointed out that innovation is the first driving force leading development and that protecting IP is protecting innovation. The Chinese government has always given a prominent place to the protection of IP. As the largest women's organization in China, the ACWF always adhered to the purpose of representing and safeguarding women's rights and interests and promoting gender equality, and has actively played to its strengths by promoting policy support, building development platforms and providing leading services to promote women's empowerment, entrepreneurship and innovation, and helping women achieve a colorful life in the cause of serving the country and the people.

司法部国际合作局副局长尹雪梅表示，知识产权的立法、司法、执法包括普法和守法都与司法部的工作密切相关，中国加入知识产权国际条约的相关审核工作也是司法部的职责所在。司法部与WIPO有着长期愉快良好的合作，今后将继续加强双方的合作。
Ms. Yin Xuemei, Deputy Director General of the International Cooperation Bureau of the Ministry of Justice, said that the legislation, judiciary, law enforcement of IP as well as legal literacy and compliance are closely linked to the work of the Ministry of Justice. The legality review of China's accession to international IP treaties is also the responsibility of the Ministry of Justice. The Ministry of Justice has a long and enjoyable history of cooperation with WIPO and will continue to strengthen the cooperation between two sides in the future.

国家知识产权局国际合作司一级巡视员原琪提到，女性一直都是推动经济文化和创新发展的中坚力量。因工作环境和性质等原因，知识产权工作非常适合女性，专利审查员中女性占多数。WIPO一直高度重视女性在知识产权事务中的参与。国家知识产权局期待未来与WIPO在这方面开展更多合作，发挥更加积极的作用。
Ms. Yuan Qi, Counsel of the International Cooperation Department of the China National Intellectual Property Administration (CNIPA), mentioned that women have always been the backbone of economic, cultural and innovative development. Due to the working environment and nature of the work, IP work is well suited to women and women make up the majority of patent examiners. WIPO has always attached great importance to the participation of women in IP matters. CNIPA looks forward to cooperating more with WIPO in this regard and playing a more active role in the future.

国家知识产权局办公室副主任曾燕妮表示，女性让世界更美好。知识产权领域女性从业者众多，他们的事业发展不仅关乎自身也与其家人和社会发展相关，为此应得到更多重视。
Ms. Zeng Yanni, Deputy Director General of the General Office of CNIPA, said that women make the world a better place. There are many female practitioners in the field of IP, and their career development is not only about themselves but also about their families and the development of society, so they should be given more attention.

国家版权局版权管理局国际处处长胡萍指出，女性活跃在知识产权领域的各个角落，在非遗保护和乡村振兴方面也做出了诸多贡献。女性的直觉更加敏感，对文字和图片把控能力更强，因此在知识产权新兴产业比如网络版权产业中的女性从业人员众多。
Ms. Hu Ping, Director of International Division of the Copyright Department of the National Copyright Administration of China (NCAC), pointed out that women are active in areas of IP and have made many contributions to the protection of intangible cultural heritage and the rural revitalization. Women's intuition is more sensitive and their ability to control words and pictures is stronger, so there are many female practitioners in the new IP industry, such as the online copyright industry.

北京知识产权法院副院长宋鱼水从女法官的视角分享了其感悟，指出创造价值，不关乎性别，女性更应当思考如何在知识产权领域实现性别平等，让每一位拥有梦想的女性成为未来的发明家和创造者。她表示北京知产法院将发布典型案例，引领全社会尊重女性的创新创作，营造浓厚的知识产权法治氛围，促进女性发展。
Ms. Song Yushui, Vice President of the Beijing Intellectual Property Court (BIPC), shared her insights from the perspective of a female judge, pointing out that creating value has nothing to do with gender, and that women should think more about how to achieve gender equality in the field of IP, so that every woman with a dream can become the inventor and creator of the future. She said that the Beijing Intellectual Property Court will publish typical cases to lead the whole society to respect women's innovative creations, create a strong atmosphere for the rule of law of IP, and promote women's development.

北京控制工程研究所解永春主任表示，参与航天工作的女性越来越多，约50%的设计师是女性，拥有很多发明专利，知识产权保护任务也越来越重要，希望可以与WIPO开展深入合作。
Ms. Xie Yongchun, Director of the Beijing Institute of Control Engineering (BICE) expressed that more and more women are involved in aerospace work, about 50% of designers are women who are owning a lot of invention patents, and the task of IP protection becoming increasingly important. She hoped that in-depth cooperation with WIPO can be developed.

北京大学知识产权学院常务副院长张平教授分享了自身长期从事知识产权工作的经历。她表示，从事专利工作、知识产权法律事务工作的女性占相当比例，文创领域从业女性更多，为知识产权事业发展做出了巨大贡献。
Professor Zhang Ping, Executive Vice President of the School of Intellectual Property of Peking University, shared her own long experience of working in intellectual property. She said that a considerable proportion of women are engaged in patent work and IP legal affairs, and there are more women practicing in the field of cultural and creative industries, who have made great contributions to the development of IP.

清华大学蒋舸副教授提到，知识可以让人站在平等的平台上，对女性来说是进步，是幸运，知识产权和女性是紧密联系的主题，知识产权可以保障女性的发展。
Associate Professor Jiang Ge of Tsinghua University mentioned that knowledge can put people on an equal platform, which is progressive and lucky for women. IP and women are closely linked themes, and IP can guarantee women's development.

国家大剧院副院长朱敬女士表示，通过WIPO搭建的国际平台，国家大剧院可以更好地为各界女性服务。国家大剧院通过科技赋能实现了线下演出和线上演播并行，对版权保护有着巨大的需求，希望可以与WIPO开展合作，实现双赢。
Ms. Zhu Jing, Vice President of the National Centre for the Performing Arts (NCPA), expressed that through the international platform built by WIPO, NCPA can better serve women from all walks of life. The NCPA has realized offline performances and online performances in parallel through technology empowerment, and has a huge demand for copyright protection. NCPA hoped to cooperate with WIPO to achieve a win-win situation.

中国经济传媒协会版权分会邹韧秘书长表示，从事新闻媒体工作的女性数量众多，协会通过公益平台、宣传平台、版权分会、交流平台和研究平台为广大媒体工作者特别是女性媒体工作者提供支持。
Ms. Zou Ren, Secretary General of the Copyright Association of the China Economic Media Association, said that the number of women working in the news media is large, and the association provides support for media workers in general and for women media professionals in particular through its public service platform, publicity platform, copyright association, communication platform and research platform.

阿里巴巴集团副总裁邢悦女士表示，阿里巴巴女员工超过40%，女性在创业就业中扮演了非常重要的角色，因其特有的细腻，女性在数字化运用师、网络运营师等新职业占比很高。如何让女性参与到更广泛的社会活动中是值得关注的问题。
Ms. Xing Yue, Vice President of Alibaba Group, stated that more than 40% of Alibaba's employees are female, and women play a very important role in entrepreneurship and employment. Because of their unique advantage, women have a high proportion of new occupations such as digital applicators and network operators. How to involve women in a wider range of social activities is an issue that deserves attention.

中关村发展集团总法律顾问张建介绍了其集团业务，期待为知识产权赋能女性发展的活动提供支持和服务。

延边畜牧业开发集团有限公司董事长兼总经理吕爱辉指出知识产权是商业竞争的核心价值。当今社会要加大对女性科技工作者的支持力度，从知识产权的申请、保护等方面提供政策支撑，鼓励更多女性投身科技创新。
Ms. Lv Aihui, Chairman and General manager of Yanbian Livestock Husbandry Development Group Co., Ltd., pointed out that IP is the core value for commercial competition. Today's society should increase its support for women in science and technology by providing policy support in terms of application and protection of IP , and encourage more women to devote themselves to the science and technology innovation.

Ms. Tian Wei, a famous anchorwoman of China Global Television Network (CGTN), attended the event online. She said that China had made remarkable achievements in the field of IP and that the visit of the WIPO Director General to China during the Beijing Winter Olympics Games 2022 reflected the great importance that WIPO has attached to the development of IP in China. 中国知识产权报总编吴辉提到，知识产权报创刊的日子是中国专利法实施的日子，当时也是中国知识产权领域唯一的报纸。众多知识产权女性媒体工作者，用手中的笔、相机、电脑和键盘书写了中国知识产权发展的历史。知识产权赋予女性力量，也给予女性保护，使得女性与时代同行。
Ms. Wu Hui, Editor-in-chief of China Intellectual Property News (CIPN), mentioned that the CIPN was founded on the day when China's patent law was implemented, and at that time it was the only newspaper in the field of IP in China. Many women IP media professionals wrote the history of China's IP development with their pens, cameras, computers and keyboards. IP empowers and protects women, making them walk with the times.
